Ab 1. Januar 2024 setzt die Schweiz das Informationssicherheitsgesetz (LSI) und seine vier Ausf\u00fchrungsverordnungen in Kraft, wie der Bundesrat am 8. November 2023 beschlossen hat. Das LSI konsolidiert wesentliche Rechtsgrundlagen f\u00fcr die Informations- und IT-Sicherheit und legt auf internationalen Standards basierende Mindestanforderungen f\u00fcr Bundesbeh\u00f6rden und Organisationen fest.<\/p>

Die LSI sichert nicht nur die Informatikinfrastruktur des Bundes, sondern dehnt den Schutz auch auf Bundesinformationen aus, die von Dritten, Kantonen und internationalen Partnern verwaltet werden. Zur Umsetzung der LSI werden drei neue Verordnungen und eine Teilrevision einer bestehenden Verordnung eingef\u00fchrt:<\/p>

  1. Verordnung \u00fcber die Informationssicherheit (OSI)<\/strong>: Sie wird zwei bestehende Verordnungen ersetzen, die das Informationssicherheitsmanagement, den Schutz von Verschlusssachen, die IT-Sicherheit und physische Sicherheitsma\u00dfnahmen betreffen. Die Bundes\u00e4mter m\u00fcssen ein Informationssicherheitsmanagementsystem (ISMS) einf\u00fchren, das sowohl im privaten als auch im \u00f6ffentlichen Sektor \u00fcblich ist.<\/p><\/li>

  2. Verordnung \u00fcber die Sicherheitspr\u00fcfung von Personen (OCSP)<\/strong>: Dies regelt die Verfahren zur Beurteilung, ob Personen in sensiblen Funktionen des Bundes aufgrund ihres Lebensstils, ihrer finanziellen Situation und ihrer Verbindungen zum Ausland ein Sicherheitsrisiko darstellen. Die \u00dcberpr\u00fcfungen sind denjenigen vorbehalten, die der Konf\u00f6deration m\u00f6glicherweise erheblichen Schaden zuf\u00fcgen k\u00f6nnten.<\/p><\/li>

  3. Verordnung \u00fcber Sicherheitsverfahren f\u00fcr Unternehmen (OPSEnt)<\/strong>: Diese Verordnung beschreibt die Verfahren zur Bewertung der Zuverl\u00e4ssigkeit von Unternehmen, die mit sensiblen Bundesauftr\u00e4gen betraut sind, und ersetzt eine Verordnung, die sich auf milit\u00e4risch eingestufte Auftr\u00e4ge konzentrierte. Kontinuierliche Inspektionen und Audits werden die Einhaltung der Vorschriften sicherstellen.<\/p><\/li>

  4. Verordnung \u00fcber die Identifikationsdaten-Management-Systeme (VID)<\/strong>: Diese wird aktualisiert, um ein einheitliches System f\u00fcr den Zugang zu den Online-Diensten des Bundes zu schaffen und die drei neuen Verordnungen zu erg\u00e4nzen.<\/p><\/li><\/ol>

    Der Bundesrat hat diese Verordnungen nach einem Vernehmlassungsverfahren von August bis November 2022 genehmigt. Zudem m\u00fcssen die Betreiber kritischer Infrastrukturen ab dem 29. September 2023 Cyberangriffe melden, wobei das Nationale Zentrum f\u00fcr Cybersicherheit (NCSC) als zentrale Meldestelle vorgesehen ist.<\/p>
